The 5-Phase Action Plan

Everything in our municipality that gets built, from roads paved to seniors programs to maintenance projects, moves through a clear 5-phase action plan. This governance model means residents will understand where any project is in its completion process, and that mayor and councillors can communicate its progress with transparency.

1. Understand It.

Every improvement in our municipality begins as an idea. A problem to solve. A dream. The first step is to identify what needs to happen and why. This phase includes residents, municipal staff, and council investigating what’s possible and what’s best.

2. Plan It.

The next step is to take the idea and make a plan of action. This involves local developers, municipal staff, and the experts at the Service Commission to discover what can be done with places, people, and funding.

3. Deliberate It.

With a plan in hand, we seek community input from all stakeholders. That means meetings with residents, public comments at meetings, and discussions at town halls as we discern how the plan affects everyone for our common good.

4. Adapt and Adopt It.

After we’ve decided what’s best, the plan moves through its final adjustments through 3 formal readings at council meetings. With that, it’s adopted and we’re ready to make it a reality.

5. Build It.

The final stage is the most crucial. Targets are set and the project/program moves through clear, established milestones that are shared with the public. This continues until the finished product is delivered to our municipality.
